    It looks like an antique circumcision knife.

    Correct.

    It is a paper knife, for folding and cutting paper.

    Used for folding letters.

    Also for cutting the pages of new books.

    The reason I posted this knife is because it resembled a
    circumcision knife at first, but upon closer inspection it didn't seem to
    be one.
